Se han cumplido seis meses desde el inicio de protestas en Perú, 7 de diciembre de 2022, que resultaron en la muerte de 49 personas y cientos de heridos a manos de la Policía Nacional del Perú y el Ejército Peruano. A la fecha, las víctimas de la represión siguen sin acceder a la justicia.
El pasado 25 de mayo, Amnistía Internacional publicó su informe Racismo Letal, el cual da cuenta de las violaciones de derechos humanos que se cometieron entre diciembre de 2022 y febrero de 2023, en el marco de las protestas en diversas regiones del país. Nuestro informe concluyó que las fuerzas de seguridad utilizaron armas letales y armas menos letales de forma ilegitima; que la represión fue deliberada, coordinada, y tuvo un marcado sesgo racista; que las autoridades del más alto nivel estigmatizaron a las personas que protestaron; y que la Fiscalía de la Nación ha llevado a cabo investigaciones de forma lenta y deficiente, lo cual ha socavado el derecho a la justicia de las víctimas.
Es momento de movilizarnos para garantizar que estos hechos no queden en la impunidad y no vuelvan a repetirse. Estamos ante una oportunidad histórica de romper con un legado de impunidad por violaciones de derechos humanos en el Perú, y de contribuir a que las víctimas de represión estatal puedan acceder a sus derechos. Pero para lograr esto, debemos exigir a la Fiscalía de la Nación a cumplir con su deber de investigar de forma pronta, imparcial, exhaustiva e independiente.
La Fiscalía de la Nación no puede esperar más para llegar a la verdad sobre las violaciones de derechos humanos cometidas durante las protestas. Es fundamental que investigue a todos los responsables, que ordenaron o toleraron la represión, hasta el más alto nivel. ¡Únete a exigir justicia para las víctimas de la represión en Perú!
It has been six months since the start of protests in Peru on 7 December 2022, during which 49 people have been killed and hundreds more injured by the Peruvian National Police and the Peruvian Army. To date, the victims of repression have still not had access to justice.
On 25 May, Amnesty International published its report Lethal Racism, which documents human rights violations committed between December 2022 and February 2023 in the context of protests in various regions of the country. The report concluded that the security forces used lethal weapons and less lethal weapons unlawfully; that the repression was deliberate, coordinated and had a marked racist bias; that the authorities, including at the highest level, stigmatized protesters; and that the investigations carried out by the Prosecutor’s Office were slow and flawed, undermining victims’ right to justice.
It is time to mobilize to ensure that these incidents do not go unpunished and are not repeated. This is a historic opportunity to break with the legacy of impunity for human rights violations in Peru and to help victims of state repression access their rights. But to achieve this, we must put pressure the Prosecutor's Office to fulfil its duty to carry out prompt, impartial, thorough and independent investigations.
The Prosecutor’s Office must establish the truth about the human rights violations committed during the protests. It is crucial that it investigates all those responsible, who ordered or tolerated repression, including those at the highest level. Join us in demanding justice for the victims of repression in Peru!
